Photoshop is a nice application to use to transform photos. First I like to use the lasso tool to outline people and whatever else is significant in the photo. Then I cut and layer them. Next I make the background a solid color. Then I use the brush tool like an airbrush and outline the people on the background layer using black. The paintbucket tool can be used to make the colors on the other layers more solid. Last, outline all the details of the people and objects on the upper layers with a small brush. Now your photo should look like a comic image. Text and speech bubbles can be added.
